It seems the momentum of early and efffective response by government that they displayed in typhoon Hagupit (Ruby) got lost in Seniang. In fairness the forecasting work of PAGASA remained consistently excellent but it seemed the early evacuation response was not effectively done. Given most hazard is really landslide and flashfloods, it really does not take a super typhoon to warrant the effective disaster actions by government that we all deserve to realize our rights to be protected by the state. The 60+ lives lost; I think, could have really been avoided. Lastly, rehabilating our crucial ecosystems such as mangroves, wetlands and forests remain our long term and effective mitigation of the climate hazards that many of our comminities faced.
